The purpose of NakTrack is to reduce gun violence by identifying and monitoring individuals who are at high risk of committing gun-related crimes. It would allow law enforcement agencies to locate and determine where these individuals were, as well as learning patterns of travel and location. The system has a component of early detection and intervention by notifying law enforcement of any suspicious behavior in relation to other individuals who pose similar risks. This could enable law enforcement agencies to take proactive steps to prevent gun violence before it occurs.
An iOS or Android application will be installed on the person of interests phone. This allows continuous monitoring of location to be sent to the server for analysis and tracking. Since the phone is almost an extension of oneself, it will be rare people travel without their phone. However, to prove someone is next to the phone while the device is being monitored, a state of the art, undefeatable facial tracking algorithm. Therefore, the system not only monitors the phone, but can confirm the person of interest is next to the phone.
The novel aspect of this application is the background computer science that was developed to create dynamic proximity geofences to predict movement and behavior. Once established, these moving geospheres can be created and modified to include overlap with other geospheres. When they will intersect with high fidelity, then the appropriate authorities may be notified. This "pre-crime" system will allow for earlier intervention than a gunshot surveillance system.
Numerous applications are possible for this novel system. When differing gang members are poised to cause a public safety issue, this can alert the authorities and warn them. This may be used to protect victims of rape and domestic violence. Other applications are currently being researched and created.
Tracking systems for reducing gun violence could raise concerns about civil liberties, as they may involve monitoring the activities and whereabouts of individuals who have not been convicted of a crime. It is important to ensure that any tracking system implemented is constitutional, respects individual rights and is narrowly tailored to target only those individuals who pose a threat to public safety. Additionally, any data collected through such a system should be kept secure and not be used for purposes other than reducing gun violence. Transparency and oversight are also critical to ensure that the system is being used properly and that any potential abuses are identified and addressed. It's important to have a balance between the desire to reduce violence and the protection of citizens' rights and privacy.
